when do issues turnover?

Hi, I am a new nation, and am not sure how often issues will arise, and legislation be passed? I first created my account and addressed my first issue about 30 hours ago. I selected twice a day from the settings last night as well.

Well it says overnight the legislation will be passed. But I am also new here, so I have no idea.

Usually five issues a week, Monday thru Friday. They turn over at night (I'm in the U.S. central time zone)
Welcome to the game. Be very careful in the issues, as there are always "un-intended consequences."

It depends how often you have your issues set.
If you have it set once a day, then you'll get a new issue after the major update. If you have it set 2 issues per day, then you'll get 1 after the major update AND 1 after the minor. Timing during the day..... that I'm not precisely sure on. Here in PST (-8 GMT) I think the major update is between about 11pm and 2am, and the minor is 11am and 2pm.
Also, you can set issues to every work day or every day.
If you've chosen your government's stance, when it update happens that issue will disappear and it's affect will happen. If you haven't chosen a stance, it will stay in your issues list and a new issue will be added (up to 5).

Ok, it's been 2 days, still no new issues or passed legislation... what gives?

In that case, you should check 2 things.
One in settings, that you have it set to 1 or 2 issues per day, and that you're not in vacation mode.
If those are good, then you should leave your region for any other region, then come back (can be immediately). This should reset you, and your issues will turnover.
That *should* work. If not come back and someone will help you more. :p

Thanks for the suggestion, didn't seem to work, I left for another region and came right back... nothing. :(

It's not instantaneous. It just resets your nation values to default. You won't get an issue until the next update.
