Okay, here's my idea.... you guys might think it's stupid, but I think it would be helpful to regions.... I think there should be a link or a notice on the screen that tells you who all in your region in currently logged in at that time.... what do you think?

In this particular case, I didn't read it as a rule being made but rather as a report of a conclusion of a previous discussion.
