My nation has seemingly contradictory ideals regarding the vote.

Excerpt:
Voting is compulsory, nudity is frowned upon, the tree lobster is a protected species, and voting is voluntary.

Clarification if its actually possible to have this election system, or a fix gratefully accepted please. (They should be voting voluntarily, as that's the government stance i wished for as their grand high poobah)

Thanks in advance if a mod can edit whatever it is that should be corrected in The Theocracy of Nospoonia to get the population less confused. :)

Hmmm. You obviously got the democracy compulsory issue twice in a very short time. The "voting is voluntary" stance is the most recent, however, and the most recent option supercedes the other one, so your government used to be compulsory, but now it is voluntary. Another issue or two should cancel the compulsory out.

I think that actualy the newest issue might be first.
