Issues taking Effect?

(2) After deciding on a choice for the issue, when does it affect your nation?

You can change when you get issues by using your settings page.

The issue will affect your nation after the update.

You get only one issue each update (If set to 2 issues daily), and updates are randomly spread over a day.
I think they get implemented every next update.

Nope, update times are now random. Usually, however, you get one in the morning and one in the evening, around dinner time, at least that's when I get mine. I live in the EST, GMT -5.

That's not possible. There has to be an update, even if it's a small one.

One usually hits me at about 2 PM EST, if that helps.

also my pop is about right for a march 04 nation with some dead time

That's not the issue here; your issues only come to you during an update. You can have up to five issues in queue at a time if you don't dismiss them, after five just sitting there waiting for you to make a selection and/or dismiss them, they just sit there until you do so.

That's because they happen at the same time ;)

The update order is random. The time is not. The "morning" update always happens between 3 and 5 am (CST), which puts them close to noon and midnight GMT.
