When is teh update in MST or GMT-7? Also I know that there are two updates adn someone said that the second one does not process the delegates. Is this true?

I believe the update times run approximately between 12 and 3pm and 12 and 3am for you. I don't know how daylight savings time affects that. :p
However... I've also seen updates running halfway between those times. But I think the majority of the time a region's update should occur within that timeframe.
The delegate is only updated during the am one. Vastly inconvienent for us Americans. :)

Update times are also now random.

to clarify, the update region order is random, it used to go like alphabetically or something, which took a cuouple of hours or so, but the approximate time was the same, now it chooses which region to start with and go onto next at random, so the time will change
I think this is right.. unless I'm mistaken (correct me if I am).
