'Rebellious Youth' innacurate?

How come, dispite the fact that in Husitania "Crime is totally unknown" I'm first in my region and 2,710th for 'Rebellious Youth' which according to the description is awarded to those with "relatively high levels of youth-related crime"?

maybe these crimes are not representative of reported crimes but are instead a random selection process that is designed to make the creators of the game seem wise and venerable....like yoda...

UN observers counted the number of times their car stereo was stolen from outside fast food stores to determine which nations have relatively high levels of youth-related crime.
The definition definately refers to crime, but where it calculates the figures from doesn't seem to, unless i have rediculously high youth crime which my page isn't reporting.

It's because the youth in your nation doesn't like the UN, and thus steals from UN observers. :D They're otherwise well-behaved, though.
Actually, I've noticed that a lot of the UN rankings make little sense, and I don't know why.

My hypothesis is that it is what percentage of crime is youth-related, rather than sheer number of youth-related crimes.

I'm 121,334th in the world, so I've obviously got control over the kids of my nation. No thanks to Dr. Spock and the other bleeding-hearts.
But seriously, it might be based on the consistency with which you allocate funding and make decisions that would lower youth-related crime, but also decisions that increase order, like school uniforms and indoctrination.
My nation has 1.6 billion, and I've always focused my efforts on turning the youth of my country into good citizens.
