A Question about issues

I may have this in the wrong area and if I do I am sorry I just started my nation last week or so. I am new to all of this. So on to my Question...

If I make a stand on an issue and it starts turning ugly, why can I not go and ammend that issue. I am the government and some issues have far reaching effects that were not forseen such as my national animal is a wolf and I allowed the miners to mine a "portion" of the rain forest... Now supposedly deforestation has my national animal on the brink of extinction. First off a Portion of the rainforest should not cause extinction and if I am noticing this change why can I not institute an amendment to make it beter? (or can I?)

You will most likely (almost guaranteed) get the issue later on, and you can then decide a different way on the issue if you like.

With that particular issue and decision, you'll eventually get an issue protesting the hunting of your national animal. You can ban it then. I normally allow it when the population is high, but then ban it once people start complaining. That way my economy is improved by allowing hunting and my environment is improved by banning it.
