I only got one issue today and it is still pending 7 or so hours after I chose a side. It's set for 2 per day. It's been taking awhile for issues to come in the past few days also.

The issues come about during updates, thus, you just have to wait until then. I'd give it a day, if your second issue hasn't come through... then, move out of your region, then, move back in, and see what happens. That technique usually cures problems with the issues and Settings.

my issues for all my nations come about the same time each day for a nation
nut they come no where near the updates

I just seem to have gotten four new issues in short succesion. 0_o
This new system sure has some strange oddities about it.
