Maybe this needs to be in UN, but is there any particular format or style to drafting/posting a proposal?

Make sure to read the stickies in the UN forum, they will help out a lot when writing a proposal.

Technically, there's no set guidelines or style; however, there are various writing guides in the UN forum geared towards writing a proper type of proposal and/or repeal that you might want to check out before you write one.
