I have currently Supreme Civil Rights & Political Freedoms & an Frightning Economy & are Clasefied as having an Anarchy.
Now the contemporary interpretation of Anarchy in is the lack of central government, Caos, social revolts & destruction.
How can that be? Should such values be more clasefied as an Utopia or something like that?

Anarchy is simply a nation without a government. Destruction and chaos are not necessary.

Yes, but acording to my Nation description :"...opulation of 1.444 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs", my Nation is in caos.
Now with such high values why should sociaty brake down?

When you're a government that freed itself from the mediaeval and oppressive mentality many nations (in real life, and on NS) still have, a nation that developed its civil rights and political rights. A government established that does not interfere like an aggressive father to his child, and leaves a lot of individual economic freedoms to its citizens. The game willy classify your nation as "Anarchy", IMO the term "Libertarian State" could as well be used (unless taxes are not yet eliminated)

I think it means a society / government with very *few* restrictions. Obviously there are some laws in NationStates "anarchies", because our nations slip back into other forms of governments by only answering a few more daily issues.
But I do agree with you that destruction and chaos are not necessary (short-term).
Long-term I like to think that anarchies can't sustain themselves. Though I've not been to "Burning Man", I like to think that if the participants at the festival were to stay out there for a month they'd take home a much different experience than they get for the 4-day Memorial Day weekend.

My nation was classified as an anarchy for an extended period of time (3 rl weeks), and I answered two issues per day. That was with a tax rate hovering in the eighties, too. *shrugs*
