How can i be ranked 1973 in the world when crime is totally unknown?

I wouldn't consider "rebellious youth" to be a crime.

Rebellious does not equal rebellion. Rebellious is unrest. Further, although it's not likely, there can be peaceful rebellions. Mahatma Ghandi got the British out of India without ever taking up arms.

It is not always the act, that makes it a crime. Very often it is the law, that makes it a crime. In other words; If there is no law against it, it is most probably not a crime. Your youth is very rebellious, but since there is no law against being rebellious, crime is totally unknown. That is called "progressive social policies". :cool:

I think this description of my nation is a more obvious example of a bug...
The Colony of HadleysHope is a tiny, devout nation, notable for its complete lack of prisons. Its compassionate, hard-working population of 6 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

Elections have been outlawed and high-income earners pay a 100% tax rate. Crime is well under control. HadleysHope's national animal is the xenomorph, which teeters on the brink of extinction due to widespread deforestation, and its currency is the dollar.
