I get the same issue over and over again sometimes.
It makes me giggle.
I'll get an issue about the fur clothing industry even after I have made nudity compulsory. Why would there be a clothing industry at all?!

Actually, you can change the settings of your nation to get two a day.

The LUEshi, if you have it set to two per day, they will not both pop up at the same time. One will come in the early update, and one will come in the later update.

Ok, people, there is something that exists in this thread that most people call a "topic". Let's stay on it.
Anyway, as Not logged in said, they come at seperate times. If, at the end of the day, you are sure that you only got one, move out of your region, then right back in again. That should reset your nation enough to make the game realize you want two issues, and not one. If you still aren't getting two issues, check your settings again, and be sure it is set to "Two per day/weekday". Click the "Update Settings" button even if it already is set. If, after all that, it's still not working, talk to the mods and they'll try to fix it. I doubt you'll get that far, though.
