By having at least one or more UN endorsements. The nation with the most endorsements by the time of the UN update will become the delegate.

In the event of a tie, the incumbent remains Delegate. If there is no incumbent, the nation that has remained in the region the longest becomes Delegate.
Endorsements can only be given to a UN nation by other UN nations in the same region.
