Where do I find the link to the page to create my own issues to submit? I can find help on what to write and how to write it but I can't find where I actually do it. HELP!

At the bottom of the issue page, there is a link, click it and 'hey presto,' your there.

The link doesn't show up until you have a population of 500 million or more. That's why you can't see it, Psytropium.
