I think if a nation is dead for more then one year it shude lose its rights to its name. if it has been a year since it died I would think it would not be comeing back.

i know other people in the military that play and being gone for a year or more is a real possability
With the current system we have now, changing it to allow dead nations to lose rights and new nations to take their name would cause major confusion. Say a big player dies, and after a year and a half, a guy takes his name. A bunch of people will think it's the same guy, and the guy who has the name won't know what's going on.
