Is there any way to change or have the name of your nation changed?

Nope.

You could do what I did with a country called "Roosborg" (lame name huh?), sign up for a new nation and let the 4 weeks pass by and let PBF Mods go away.

lets say i change the email on my current nation to something else, then sign up for UN on another nation, will they accept me?

You can only have one UN nation, so, if you resign from the UN with PBF Mods, create a new nation, then, join with that one; you'll be fine.
