This kinda belongs in Technical, but...
To become a Delegate, you must have the highest amount of UN endorsements in your region. Endorsements come from other UN members in your region. Whoever has the most becomes Delegate at the next update, and may, if the founder wishes, access Regional Control (does not apply to you, being the Founder), and has extra votes when voting on resolutions (one for their own, plus one per endorsement). In the event of a tie, the incumbent remains delegate, or if none, the longest resident of the region.

Ok ...
Now, I'm delegate of a tiny region, with one endorsement.
I'm trying to vote for a UN proposal, but I can't (I don't found any button/link for this). Why ?

Thanks for your kind answer.
In fact, it did take a moment before my new UN delegate status was active for the proposition, Now, it's OK.

It may take until the next update until the endorsement actually clicks in. It will definitely take until the next update to become a delegate.
