We can have Allied States, United States, States out of the arse, but no provinces. Being from a commonwealth country, I demand the right to use the word province in place of state when naming my country.....

When your population reaches 500 million, you can have a custom title.

I think that's because usually, a province is actually a section of a nation, not a nation of itself. Whereas a "State" is a nation, and a "state" (No caps) is a state like California.
