Would it be possible for nations to recieve an email when they recieve a warning? I have seen few who miss their warnings, and an email might put them on notice a little better.

Perhaps, but not all players add their email address to their nations, so it's kinda flawed.

With very few exceptions, telegrams are sent when warnings are issued.
