I'm not sure if this is a bug, or if this is how it is supposed to work.

One of my nations just reached 500 mil. and now all of them (all too small) can submit issues. I don't mind, but I didn't think it worked that way.

i dont think the 500 million rule was reinserted after the transfer to jolt
