use the link above, go into forums and it'll show you the formulas on how your budget is figured. In determining what % goes into what, that is based on the issues you get and vote on, you can't just pick and choose on your own. as a new nation, you may start off at 2 issues per day and get your economy going...but eventually.... the issues become duplicates, which you can still vote on or dismiss them. :)
