A) Welcome to the game.
B) Turn the caps lock off.
C) To respond to a telegram a nation has sent you, click on their name in your telegram box. That will bring up their nation screen, and at the bottom you will find a field to send a telegram to them. You can also go to World and do a search for a nation which will bring you to that nations screen.
