My friend's region was founded before Founder's Rights were introduced... What can he do to resolve this?

Move out, and get all the other nations there to move out if any, and then all move back in, with your friend going first and typing in the name.

The mod's won't award anyone founder status in this case.

To clarify:
Move out and ASK all the other nations there to move out if any (kicking natives=bad idea). Wait until the region dies in the update, then have your friend refound the region.

Note that there ARE risks inherent in this method, as players from outside the region can refound it instead. There is no way to prevent that from happening.

I was in that region for over two years. It's kind of sick that we have been playing for all this time and don't get the same rights as the nations founded less than a week ago.

Shouldn't the nations with 1,000 times the population get more rights anyway?

You have the same right as any other player to create a region. There is no difference.
