How do the 'issues' affect my ratings?

I'd like to know how my decisions on each issue actually influence my three UN ratings and my tax level. I mean, obviously if I decide to increase govt. spending on, say, better policing on flag-burners, then my tax level will rise and political freedoms rating will fall. But how do they decide by how much?
Also, I'm trying to reduce my tax level to below 10%. It seems like it's always increasing slowly, but never decreasing, no matter how many tax breaks I decide to give in each issue.

Each issue is different, and has different effects. There's no way to really "know" what an issue does, except by trial-and-error. As in, you write down which issues you got, which options you chose, and what happened to your nation. Etc.

Normally the issue speaks for itself. Political and civil freedoms can easily be recognized. Economic issues are a bit more difficult since those depend on your current economic situation.

there are hundreds of issues, and the effect is decided by the creator of each issue. so its almost impossible to know b4 the changes happen

The effects are actually decided by the issue editor, not the creator. And the effects usually conform to the text, ie if the spokesman says something like "this will obviously benfit our economy", your economic freedoms will go up (that doesn't necessarily mean the actual economy goes up). Phrases like "and with lots of funding" mean your tax rate will go up, etc.
But like I said, it is mostly a process of 'trial and error'. I have tons of puppets I've been experimenting with for over a year.

I created a couple of puppets a few days after I created my main nation in order to experiment with various issues and government forms. It takes practice and it's never easy, but if you work the issues you can actually get the highest rankings in all three categories. I've seen a few people do it, and I'm well on my way to it with this younger nation.
My rankings are currently at:
Civil Rights: Excessive
Economy: Frightening
Political Freedoms: Corrupted
