No, you are incorrect.
A founder can never turn delegate controls off in a region they are not in. Period. You can uncheck the box, but it doesn't matter. The delegate will still have access to controls. As founder of several regions, I learned this fact the hard way.

Always allowed me full access to all the controls in the Regional Settings from anywhere, I have a few regions here and there, it deffinately works for me.

Like I said, you can access the regional controls, but if the founding nation is not in the region, no matter if you check the box or not, the delegate can access regional controls.

The box in the regional controls is unchecked, even after re-loading and refreshing, as has it said on the regional happenings.
I'm only going by personal experience, not a previous statement by mod or player.

To the best of my knowledge and recollection, as a Moderator and a player with nearly a year's experience of regional Delegacy, a UN Delegate will automatically have access to Regional Control if the Founder is not present in the region, in such cases where Delegate access to Regional Control has been disabled.

PH was nagging us on IRC, to back her TG already got here, but I already read this feel that I should point something out. PH is, of course correct.
What NE said is also correct, in the context of the question which he was answering.
As soon as you leave the region the box is checked. You *can* uncheck it and click "Update", and it will update, but it will not stay unchecked unless you renenter the region.

Pope's right. I can guaruntee the founder cannot disable delegate access while the founder is not in the region.
I tried one time, and ended up getting my region invaded. Trust me on this one. lol
