I know the nation with the most endorsements becomes delegate of a region. Is it possible to have the greatest number of endorsements but decline to be delegate? In that case who does become delegate? is it the nation with the 2nd highest number of endorsements or can it be bestowed on another?
I write this as a nation with many endorsements but no wish to become delegate.

Remember to stay away long enough for the UN update to remove your endorsements or they'll reappear when you return.
