If I were to give someone a puppet of mine, or they gave me a puppet what is the time period befor they can join the UN without our IP's being associated.
Clarify: If they join the UN will the game think that we are unmultis?

Probably. I think that when the game inspects that, it looks for the founder's IP address, not necessarily the one used to apply. Many people, myself included, do not log in solely at home, but also at school or work, no matter if they are supposed to or not. ;) Point is, You could have 5 different UN members log on to the same computer within a 30 minute period, and the game will not delete any of them for multying... I think.
Edit: It's a good idea not to trade puppets anyway.

Nah, I've done this loads of times, acquiring a puppet and putting it in the UN. And there's not much point to puppets if it's a bad idea to trade them.
Unofficially, off the top of my head, I say you'd be fine waiting a day or so.

I think you're wrong, H. That's the classic defiinition of multying. Except it's not automatic - mods have to trace it manually.

So if i give a puppet to a freind, and they join the UN with it. My un nation will still be OK???

I would write the mods via the Getting Help Page (http://www.nationstates.net/cgi-bin/index.cgi/page=help) and let them know the nation has changed ownership, just in case.
If five people log into one computer in the span of 30 minutes and you are caught, or inspected any time in the future, you will most likely get ejected from the UN.
