I elected to dismiss and issue, and it changed my economy from frightening to all-consuming after it was dismissed. Why does this sort of thing happen?
Also my tax rate went from 77% avg, to 73% flat for no reason at all.

Positive.
It might have been a social issue about privacy rights or nudity, but that doesn't affect the economy.
Dismissing issues doesn't affect your nation. I expect it was either the UN or another issue.

Did anything happen(freakish things)to your population 'cause if it did its some kind of a bug.
