Anarchy categories have highest crime rates? An Oxymoron.

How is it possible that nations of the 'anarchy' UN category, that is, without laws, have the highest crime rates? If nothing is against the law, nothing is a crime.

It should be, 'most domestic problems,' or 'most unruly citizenry,' 'countries with the most unabashed violence' etc. But not 'crime,' it can't be a crime if the state doesn't recognize it as such.

The UN categories is how other governments view your nation. The "problems" can be as well.

How many dictatorships do you think consider themselves dictatorships instead of republics?

So just because my government views your government has being perhaps without rule of law, that doesn't mean that my government is about to tell its citizens that they'll be safe traveling to a lawless society ... instead we just warn them that crime is out of control.

(Well that might be one way to look at it.)
