okay, if i make a new nation, and i want to join the UN but my main nation is in the UN, then do i resign from the UN with my main nation and apply to join the UN with my other nation so I can join the UN without breaking any of the rules?

Yes, so long as you do it in that order and never have two nations in the UN simultaneously.

It's a good idea to wait a day between, just to be sure the update doesn't catch you with two.
