They're the posts at the top of every forum that 'Stick' to the top no matter which page you're on.

ex:
Sticky: Scolo's Big Tech Sticky List (http://forums2.jolt.co.uk/showthread.php?t=276289)

A "sticky" is a discussion thread (like this one) that is pinned, or stickied, at the top of a forum. It has the word "Sticky:" preceding its title.

Most stickies contain useful information, so it's a good idea to read the ones in a forum (at least the first page) before posting in the forum in question.

"Stickies" are used to keep important posts at the top of every forum page, that way the more important threads don't get lost in the abyss.

"Stickies" are threads that the mods/admin have accidentally spilled maple syrup on, hence the nickname "sticky"

Look, we're busy. Besides dealing with UN multies, bad proposals, Getting Help requests, and patrolling the forums, we also have real lives, so we're in quite a rush.

Can you blame us if we have accidents at breakfast? I mean, please, cut us some slack, Okay?
