You vote on UN issues by being a member.
You vote on UN proposals by being a regional delegate.
You improve your economy by making it a healthy mix of private industry and regulated industry.

You join the U.N. by clicking the link at the top of the U.N. page that says "Join the U.N. now." Then, when there is a resolution at the U.N., you either click "vote for" or "vote against" at the bottom of the proposal.
You can improve your economy by chosing the option in an issue that seems to side with the businesses.
