Notice how, in the third paragraph of my nation-state report, it says 'Organ donation rates have hit a new low, organ donation is compulsory'.

I assume this is a bug.

Organ donation rates have hit a new low, organ donation is compulsory, citizens are barcoded to keep track of their movements, and it is illegal to make racist remarks in public. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Wahabi's national animal is the allah and its currency is the akbah.

Nope. That's from issue selection. You made donation mandatory, but outlawed the practice of paying people to donate.

No, you just answered to make donation compulsory, and then another issue to get out of people lives and let them decide whether to donate or not. You can do that...

The lines in your third paragraph are hard coded. I've been at 0% taxes for over a year now, and issues will still add lines like "Citizens are enjoying a recent reduction in taxes." It's not so much a bug as a "quirk".

Furthermore, if you want a rational explination, it's simply a matter that while organs are harvested after death, they still aren't volentarily donated in life.

Or your people live a long time, so there's aren't many donations.

Or wait until you answer a few more issues, and that'll be removed from your third paragraph.
