Frequently, when I post in a thread, my post keeps moving down, and appears ahead of other people's posts that are made up to three or four minutes after mine. Is this a bug?

Yeah, Jolt's servers are out of synch, or something. Pay attention to the timestamp on the bottom on the page when replying to any topic; if it's earlier than the time on the last post of the thread, wait a few minutes more before replying.
