Question 1- If two members of a region are tied for most endorsements at the update, who is the delegate?
Question 2- At what rate does the nation's population increase?

1 - I believe it is the one with the larger population. I'm not sure, though.

2 - Population starts off regularly; 5 mil, 6 mil, 7mil, and so on...the amount it increases each day is fixed up until you get to ... I believe 60-70 million, when it goes up in leaps and bounds by a random amount each day of between 5 and 7 million.

Whoever is the incumbent delegate, or if there is no incumbent, whoever has been in the region the longest.

Wait, isn't there a rule where after a certain number of days the incumbent is knocked off the delegacy if there's an endorsement tie? I'll defer to Goober on this one though. I'm just vaguely dredging up possibly incorrect and pointless memories from ages ago on NS.

I have never heard of such a rule.
