I hope they are. There's an empty region out there whose name I wish to use. But I can't. Which makes me very sad. Actually, I created it to begin with. With the wrong nation. :( Very silly of me. And now I can't get my non-wrong nation to be in charge of it, of course. So I want to re-create the region from the proper account. But I can't because the old region, though very very empty, still exists. So yes. Will the game delete it automatically after X days of emptiness, or am I doomed?
