I think we should create a virtual world type with the issues section. As a Police officer I know there are more issues then two a day and I beleive that there should be at least 10-15 issues and have 3 - 5 issues at a time. Is there any way to get the issues section to increase in volume and time?

Only with a HUGE amount of work.
Do you want to write 15 issues a day?
Multiply it up to work out how many issues would happen in a week or a month.
And not to mention the added workload on the server as it has to deal with not only X many nations but now instead of X*2 issues per day max it has to process X*15.

It just can't be done.

Do you have any idea how much server space that would use!?! Suggest it for NS2 :P!

It would be interesting to have more, but as it is, I see the same ones over and over again, and half of them don't offer realistic choices...often it's only a choice between one extreme or the other. Adding more Issues would only lower the quality of the issues even further, because there would have to be a huge number in order to keep people from having the same ones every day.

Alternatively, I would suggest showing how the issue will affect each aspect of the nation, so a better judgement can be made about which option to choose.

But that takes some of the fun out of it, and would probably cause more people to hit the "dismiss" button more often. I don't think that's going to happen either. If you want to know what an issue will do, check one of the spoiler topics in the "Got Issues?" forum.
