I recently moved into a college dorm with a shared server/connection. Can I still have a nation in the UN, or do I run the risk of the admin seeing it as a multi?

You should be safe enough as long as you don't log into two UN nations on the same computer.
I know I have a UN nation on a college LAN just fine...
Yeah, it should be fine. If the IP resolves to a .edu it's usually left alone provided it's only the IP addresses that match.
I'd advise against using public computers to log into your UN nations, though.
