since it would essentially be an "Alt" tag added to a name - Could we add Nation titles to the name posted ?
That way if I moused over "Humor Troll" in the thread - the alt tag would read my nations full title?
It's minor - But I think it would be fun to see everyones full titles without having to load their nations?

If you really want to see someone's full title, then they can put it in their signature. Viewing signatures is an option in your profile.

Actually, it's not alt, it's title.
Alt is for browsers that can't display graphics or for people with screen readers. ALTernative text.
Title is the ACTUAL thing that should be popped-up, but IE's non-use of the World Wide Web Consortium's standards made those not in the know use ALT.
In example, if you hover over a title of a thread, the text of the first post should pop up, and that's a title, not an alt. There's no need to supply alternitive text for text.

"Alt" is commonly used to describe images, in fact it's a standard way to mark images for lynx - that much you're right on.
I always found it stupidly redundant to use both when they both perform the same action - and being a lazy programmer - I'd rather type three letters than five when programming.
I liken using both to purists who insist on vacuum tubes over digital - You can be a purist and pay the cost - Me? I'm ripping to mp3 anyway - and will spend my cost somewhere else..
