I was under the impression that one's population would not grow while one was in vacation mode. This nation has been in vacation mode since minutes after its creation, but the population has grown to 14 million. Am I wrong that population isn't supposed to grow during vacation?

Population growth will proceed as normal regardless of a nation being in vacation mode.

What changes in vacation mode is:
- nation does not cease to exist until 60 days idle, instead of 28 days.
- no new issues are handed out.
- pending issues are not implemented.
