Are you answering issues? I think if you dismiss them all the time, it slows growth.
Also -- depends on how big you are already. The bigger you are, the slower, in my experience, the growth is.

Salusa has stated several times that leaving the region and rejoining it cures a number of ills. I don't think you even need to wait for an update before rejoining - the simple act of joining a region somehow rebuilds your ... whatever it is that's broken.
Can't hurt to try, can it?
