I don't understand this.
How is that my newest nation, Whittier- has a stronger military than almost all of my oldest puppets?
Its like its the second most powerful in the region already.

It's per capita, it doesn't really mean anything if they have low population.

think I will. Cause I think you would agree that Whittier- would not be more defensible than many of the older ones.
