Is sheer brutality the only difference between Compulsory Comsumerist and Iron Fist Consumerist States?

How do I go from Compulsory to Iron Fist? Is it about the legislation I pass in my country?

It's actually called "Iron Fist Socialists" and it's vastly different from "Compulsory Consumerist State" - yes, that is determined by the choices you make on your daily issues.

Just has slightly lower economic freedom.

This nation is an Iron Fist Socialist nation(quite a treat when you're able to pull that off and still have frightening ecomong, and that's for all low ecomonic freedom nations.) and IFS is very different from IFC and CCS rankings. Basiclly if you want low ecomonic freedoms, take every anti-business option in isuess and do the opposite for high ecomonic freedoms. The same is true for political and personal freedoms.

Not quite, there is a difference between in freedoms:

IFS: High personal/Low ecomonic/Low Political
IFC: Low personal/Medium ecomonic/Low Political
