Strange classification

The U.N. classifies me as a capitalist paradise, but private enterprise is illegal in my country, The dictionary.com definiton of capitalism is "
An economic system in which the means of production and distribution are privately or corporately owned and development is proportionate to the accumulation and reinvestment of profits gained in a free market." So, my country can not be a capitalist paradise, because private enterprise is illegal. How is this possible, and why is it happening?

Because sometimes you get weird and contradictory stats in this game. It's just how it works.

"Private enterprize is illegal" is a tag that you receive from the original ten questions that you answer on nation generation (most likely you agreed that "Capitalism is on the way out", or that "Corporations do more harm than good"). Your UN classification is controled by how you answer issues.

However, it is still very amusing, I'll grant you that. I mean, how can you not laugh at:

The average income tax rate is 95%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Information Technology.
