Everything in your country's description is determined by how you answered the first set of questions, and how you answer subsequent issues. If you constantly adopt pro-business positions in your issue choices, your description will reflect that. Same goes for environment of civil liberties or anything else...

The moderators, IIRC, have the power to change national descriptions, but it severely inhibits the coding of the game and thus refrain from doing it.
