Once a nation joins a UN, they have the ability to "endorse" fellow UN members within their region; by clicking on "Add Your Endorsement," you are supporting your fellow nation and choosing to elect a UN Delegate for your region. Once a nation has two endorsements, they may submit their own UN proposals.
Whoever has the most endorsements in a region becomes UN Delegate and has the power to sift through UN proposals and (sometimes) have regional control.

That´s correct.
I published a message in our board asking to be endorsed by the members of the region, then I became the UN Delegate of my region.
