At what time (forum time) do the regional standings update? Also, at what time are new issues... erm, issued?

Issues are processed every 12 hours. Updates begin at around 4 or 5 AM (or PM) EST (when last I checked) and proceed through all of the regions in the game.
The system goes region-by-region, and there are a lot of regions, so a complete update taeks a couple of hours to get to everyone.
The regional standings are processed at the AM updates only, as are the positions for Delegate.

The regional UN Reports are updated at the end of each major update cycle. Lately this has been roughly 8:30 GMT, give or take half an hour depending on how long the update cycle actually takes to complete that day.
8:30 GMT = 4:30 EDT (New York, summertime) = 1:30 PDT (Los Angeles, summertime).
