The Stickies in International Incidents give you guidelines on war, diplomacy, trade etc. Read them, get the basics, and then, well, pick a fight basically!

War is strictly in-character, unless you're refering to region invasions.
If you're asking about etiquette (or ettiquette..or etticket is the word I want) you'll have to ask an RPer.

There is no in-game feature that allows war to be declared. War is done in role-playing terms on the forums "NationStates" and "International Incedents".
