Just click on their nation page, then go to the text box at the bottom, enter the text of your telegram, and hit "Send!".
And most of us have other forums and things to check out - you can't expect a response within one minute of posting.

Correct. You have to be looking at the target nation to send a telegram.

Correct. You may get a reply as soon as a few minutes, or as long as a couple of days. It depends upon who else is online at the same time. Please be patient.
