Problems with issues..

First of all whenever I accept an issue it takes forever to pend, then I set it to "two per day" but I still only get one. I've tried to move regions and back but nothing still helps, does anyone know what the problem is?

This is normal behavior. Issues are resolved at system update times, which come every 12 hours. Your pending issues go into effect at the next system update. You will also be given a new issue at the next system update.
"One issue per day" gives you an issue every 2 system updates (that's every 24 hours). "Two issues per day" gives you an issue every system update (that's every 12 hours).

2 issues a day means just that - one every 12 hours (2 every 24 hours). Are you sure over 24 hours you don't get 2 issues?

yah, Iv'e got the same problem...
I choose the way of dealing with it and now it has gone 2 days without any effect..
it still says something about pending...

Hmmm. To Sal: Could it be that the randomization algorithm causes some regions to skip an update?
